With decent stats the player should be able to switch back to Cerberus and finish the battle before the stagger wears off. With a maxed character equipping a Collector Catalog , or preferably, a Durable Collector Catalog , the player will get a Scarletite essentially every time.

Heal up and prepare for phase two. Start raising the chain gauge again, Don Tonberry should be focused on Noel, so heal with solidarity when necessary, thereby not dropping the chain gauge.
Then stagger with Delta attack and finish him off with ATB refresh. If he isn't dead, start from the beginning and make sure to employ a wound potion as Noels max health is probably getting low. Once again get a preemptive strike and attack one round with Delta Attack to raise the chain gauge.
Now go into Strategic Warfare and after two rounds brave and faith should be on everyone. Now it's stagger time. Tri-Disaster will stagger in one round, then immediately into aggression for an assault. Now use ATB refresh to finish him off.
If you take time to heal, he'll likely use Deep Seated Grudge and you'll be forced to start again. I've had Serah die a few times and still managed to take him out before the first stagger, so I recommend just pushing it out.
I believe this to be due to the Chain Gauge not being raised continually. Also, there is strong evidence that using a Feral Link Ability to finish off the Don Tonberry can increase your chances of getting a monster crystal, so you may work this in to your strategy if you wish.
